Security Sector Reform in Transitioning Environments: Potential and Challenges to Peace-building and Post-Conflict Transformation

This paper focuses on one of the first and most important stages in peace-building and post-conflict transitional processes, namely Security Sector Reform. It does so by highlighting the importance of reshaping the security sector in order to build sustainable peace and development in the long-term, as well as stressing the need for a proper implementation of these processes to promote grassroots reconciliation and capacity building.

İskoçya ve İngiltere’nin adeta karşı kıyısı olan Belfast bir liman şehri… İlk bakıldığında katedrali, eski dokulu binaları, pub’ları, uluslararası markaların bulunduğu alışveriş merkezleri ile tipik bir kuzeyli. Ama Belfast’ın merkezindeki otelimize girdiğinizde tarih yüzümüze çarpıyor: “Burası Kuzey İrlanda’nın en çok bombalanmış oteli”.

Şimdilerde maalesef, Türkiye’deki çözüm sürecinde bir kesinti yaşanıyor. Kimileri bunu mutlak ve değişmeyecek bir hal sanıyor. Bundan olsa gerek sonuna kadar gitmekten, artık masaya oturmamaktan, müzakerenin lafının dahi edilmemesi gerektiğinden, idamın geri getirilmesinden falan bahsediyorlar. Taraflardan daha cengâver bir tutum içindeler. Hazin bir durum.
